Turner & Townsend secures strategic win with Borders Railway project

Posted: 1st August 2025

Building on the success of the Borders Railway to Tweedbank, Turner & Townsend has been appointed by Scottish Borders Council to lead the business case and feasibility work for the further extension to Hawick and Carlisle. This strategic win reflects our strong partnership with the council and proactive collaboration with the working group, highlighting our expertise in complex infrastructure and dedication to community-focused outcomes.

The appointment will enable feasibility studies and economic impact analysis for the railway extension, assessing its benefits and challenges for the Borderlands areas. Turner & Townsend will provide comprehensive project management services to support the delivery of a compelling case for change. The initiative will be led by our team, with extensive experience working on complex rail, transport, rolling stock, and environmental resilience projects. This expertise has been instrumental in the development and delivery of several high-profile projects across Scotland, positively impacting communities.

The project follows the UK and Scottish Governments’ confirmation of up to £10m in funding through the Borderlands Inclusive Growth Deal. An extension is expected to significantly benefit the local community and wider region by supporting economic growth, enhancing tourism, and improving connectivity for residents. The initial contract is for two years, pending successful progression through gateways.

Steve Jackson, Director, Infrastructure at Turner & Townsend, said:

“Our involvement in the successful completion of the initial railway project to Tweedbank, coupled with our strong relationship with Scottish Borders Council has laid a solid foundation for this next phase. This extension will significantly enhance connectivity in the region and support local economic growth. Working on this project further reinforces our continued commitment to developing sustainable transport solutions and we look forward to driving it forward, making a positive impact on the region.”
