Renewable Energy Policy Group

With investments in the scale of £20bn plus already in planning or underway for the Edinburgh City Region, this sunrise sector holds great promise for Edinburgh’s future economic development.

The Renewable Energy Policy Group started work in 2010.

The group is Chaired by Bruce Farquhar, Partner-Corporate at Anderson Strathern LLP (Contact: bruce.farquhar@andersonstrathern.co.uk).

Opportunities exist for a wide range of businesses from R&D through training to legal and land services as well as a significant requirement for financial players, not just the hard engineering at the heart of the sector. The policy group's membership reflects that diversity. The following Terms of Reference have been agreed by the group:

Edinburgh Chamber of Commerce - Renewable Energy Policy Group Terms of Reference

Objective:

1. The Renewable Energy Group will represent the members of the Chamber on renewable energy issues affecting their businesses by:
  • promoting the Renewable Energy Sector in Edinburgh and its region for the benefit of its members
  • influencing Renewable Energy investment in Edinburgh and its region
  • influencing Renewable Energy policy affecting Edinburgh and its region
  • raising the profile of the Chamber in public debates on Renewable Energy issues
  • promoting Edinburgh and its region as a location for Renewable Energy companies.
Organisation:

2. The Group membership will comprise business involved in Renewable Energy, representatives of local and national government, educational institutions and support agencies. Current membership is shown in Appendix 1.

3. Group meetings will be held every 2 months, with additional meetings arranged when urgent issues need to be addressed. Group members will be expected to attend at least 75% of Renewable Energy Group meetings in any calendar year, with a recognised deputy attending in their absence. An agenda, with the relevant papers, will be distributed 1 week in advance of each meeting. Minutes will be circulated within 1 week of each meeting.

4. In the medium to long term the intention will be to establish sub groups. It is hoped that Members will be able to participate in one or more sub-groups. Separate sub-groups may take responsibility for:
  • National Renewable Energy Issues
  • Edinburgh City and Regional Renewable Energy Issues
  • Renewable Energy Investment
  • Emerging policy & proposals
Additional sub-groups will be considered to meet demand.

5. The sub-groups will prepare a remit, objectives and plan for agreement by the full Renewable Energy Group. Progress updates will be provided by each sub-group at each bi-monthly meeting.

6. A breakdown of activities for the sub-groups is suggested in Appendix 2.

Appendix 3. Measures of success - 2010

1. Views of Members:
a. Agree most effective and efficient communication system;
b. Alert members to Renewable Energy Group remit and how to make contact;
c. Member survey to identify their current Renewable Energy priorities;
d. Keep members up to date with key issues - website, Chamber magazine

2. Profile:
a. website update and management;
b. agree programme of topics/authors for contributions to Chamber magazine;
c. agree a media strategy

3. Renewable Energy Issues:
a. Establish points of contact within Scottish Government, Scottish Enterprise and City of Edinburgh Council;
b. Schedule of annual presentations by representatives of the different forms of Renewable Energy Providers on topical issues

4. Renewable Energy Investment:
a. Identifying sources of investment for Renewable Energy projects;
b. Agree investment opportunities to be championed by the Chamber

5. Renewable Energy Policy:
a. Prepare schedule of all relevant Renewable Energy Policy plans with renewal dates;
b. Collate information from Members and sub-groups on relevant policy issues;
c. Ensure Chamber listed as formal consultee for all plans;
d. Prepare and submit representations on behalf of the Chamber.
